Meet Our Team

Founded over 30 years ago, DEC International, Inc. provides vital information to a myriad of users, including Chambers of Commerce, Government Agencies, Utilities, Associations, Private Companies both large and small.

Our story is one of opportunity. Our business is built on providing information that would be difficult and expensive to obtain through other means. We fill a crucial gap that many contractors find between their capacity to do work and the opportunities they have. 

This is only possible due to the dedication and expertise of the researchers and market analysts that work to deliver the information our customers have come to count on.

Allan J. Feifer

Founder and CEO

Allan Feifer was an original co-founder of DEC International in 1976. He is a Georgia native with strong ties to the construction industry and has been involved with construction projects of all kinds here in Georgia and as far away as Latin America and the Middle East. Allan is always pushing technology to do more for the construction industry and his passion for excellence led him to create BidAlert.com. Allan’s love for adventure and all-things technical began with flying airplanes when he was 13 years old. He has been flying ever since.

Nancy Ray

Editor

Nancy is our chief researcher and editor. She has been uncovering private sector jobs in the southeast for almost 20 years! She and her dedicated team have relationships with architects, general contractors, owners, government and other contacts who share vital information with them on an ongoing basis. They have perfected a system for following up on projects and uncovering emerging information in an extremely timely and efficient system. In addition to a nose for news, Nancy also has a weakness for cats. She and her husband have rescued many over the years and are currently spoiling two in their home now.

David Kochan

Vice President of Information Technology

David Kochan has worked in the information technology field since 1994. He graduated cum laude from Georgetown University with a degree in Technology Management and a minor in Computer Science. David has written articles for computer magazines, has spoken at computer conferences and ran several e-commerce businesses. He designed the system architecture behind BidAlert.com and helped build BidAlert.com. David is the father of two young children and also owns Incredible Inflatables, a moonwalk rental business based out of Norcross, GA.

Stefani Doub

Research Manager

As one of the newest members of the DEC International Team, Stefani Daub was hired on as the Research Manager in January 2020. She oversees the Permit Facts, Business Facts, and Planning & Zoning Facts divisions to ensure that quality standards are being met for our customers as well as personally sources all of the Permit and Business Fact information herself. Within a year of starting her position, she has increased Permit Facts volume by 10% and currently our reports cover more cities and counties than ever before.
